Estas detallas el exterior e interior del mismo., éste fue construido en 1890 por iniciativa del financista español Emilio Reus. Ubicado geográficamente en la actual ciudad vieja, el casco antiguo de la ciudad de Montevideo, ocupando la totalidad de la manzana 2400m2, entre las calles, Monteverde, Cerrito, Piedras y Juan Lindolfo Cuestas.Este edificio fue diseñado por el Ingeniero Arquitecto Juan Tosi en 1888. Con una estructura en torno a un gran patio central, con subsuelo y cuatro niveles que abarcaban todo el perímetro de la manzana. Se coronaba con un quinto nivel con techos de estilo parisino, tipo mansarda. En el centro del patio se ubicó una majestuosa escalera de mármol de Carrara. Trabajo como médica inspectora del Asilo Dámaso Larrañaga, Hospital Maciel y en la Intendencia de Montevideo.Participó en tertulias de la época con Paco Espínola, Adolfo Pastor, Carmelo de Arzadun, Amalia nieto y Felisberto Hernández, entre otros. En su círculo de amigos contó con personalidades como Rafael Dieste, Carlos Vaz Ferreira, Jules Supervielle, Susana Soca, Juan Parra del Riego, Giselda Zani, Enrique Casaravilla Lemos y Joaquín Torres García. Tuvo gran amistad con Juana de Ibarbourou. Ocupó la Cátedra de Estética y Composición Literaria en la Facultad de Humanidades y Ciencias. Fue profesora de Literatura en Secundaria y en el Instituto Normal. Fue agregada cultural de la Embajada de Uruguay en Washington e integró la Academia Nacional de Letras. Fallece el 3 de febrero de 1971 en Galicia, España. Aunque no escribió nada para la imprenta (sus libros son apuntes tomados por los alumnos durante sus cursos y conferencias, a los que dedicaba todo su tiempo), su pensamiento fue considerado en la época como el único en toda Hispanoamérica que entraba de lleno dentro del territorio de la filosofía pura. Sus obras reflejan las influencias de Herbert Spencer, John Stuart, Mill y Henri Bergson. En el plano local hay contacto con el pensamiento de José Enrique Rodó.Se destaca su defensa en la autonomía de la universidad estatal del gobierno de Gabriel Terra. Fue el gestor de la Facultad de Humanidades y Ciencias en la que fue su decano en tres ocasiones. De acuerdo a su pensamiento pedagógico quiso que en esta casa de estudios las humanidades y las ciencias se enseñaran e investigaran con un nivel superior sin que se otorgaran títulos profesionales. En su obra se distinguen dos vertientes: la atención dedicada a la historia del pensamiento latinoamericano, que Ardao analiza desde su propia originalidad, y el planteamiento de una filosofía propia. Entre sus obras destacan: Espacio e inteligencia (1976), Espiritualismo y positivismo en el Uruguay (1950), España en el origen del nombre América Latina (Montevideo, 1992) y Lógica y metafísica en Feijoo (Montevideo, 1997). Un año más tarde, con la intervención de la Universidad decretada por el gobierno cívico-militar,​ y fue separado entonces de su cargo, debiendo exiliarse en México. Allí fue director del Instituto de Estudios Económicos de América Latina del Centro de Investigación y Docencia Económicas (CIDE). Reinstauada la democracia en 1985, se hizo cargo nuevamente del Rectorado de la Universidad de la República, esta vez en forma interina, hasta que, convocada una nueva elección, fue electo para otro período en el cargo. En 1989 fue candidato a la Intendencia de Montevideo por el Nuevo Espacio, una escisión del Frente Amplio surgida ese año, conformada por el Partido por el Gobierno del Pueblo (PGP), el Partido Demócrata Cristiano del Uruguay, y la Unión Cívica. En 1995, tras la alianza celebrada un año antes entre el PGP y el Partido Colorado, Lichtensztejn fue nombrado Ministro de Educación y Cultura del segundo gobierno de Julio María Sanguinetti. Desempeñó el cargo hasta agosto de 1998, fecha en la que Hugo Batalla le pide la renuncia, ante su oposición al reingreso de su sector al Partido Colorado, posición que posteriormente revisó. A partir de 2000 se desempeñó como Embajador del Uruguay en México, país en donde había residido durante su exilio. En las elecciones de 2004 acompañó la llamada "Tercera Vía" dentro del Partido Colorado, liderada por Ope Pasquet. En octubre de 2007 fue nombrado por Raúl Arias Lovillo, rector de la Universidad Veracruzana (UV) de México, como coordinador del Programa de Estudios sobre Integración Regional y Desigualdad América-Europa, que responde a la necesidad de estudiar las problemáticas económicas, sociales y políticas de la Unión Europea (UE). El Programa también busca tender un puente de trabajo coordinado entre académicos e investigadores de la Facultad de Economía y el Instituto de Investigaciones y Estudios Superiores Económicos y Sociales (IIESES), instancia de la que depende la Coordinación. Lichtensztejn se incorporó al Partido Independiente en julio de 2014. Lichtensztejn recibió la Orden Mexicana del Águila Azteca, una condecoración que, de acuerdo con la Ley de Premios, Estímulos y Recompensas Civiles, otorga el Estado Mexicano para reconocer públicamente la conducta, méritos singularmente ejemplares, así como determinados actos u obras valiosas o relevantes realizados por extranjeros en beneficio de la humanidad o del país.
